Knowing all the above makes for a great data expert to solve your problems accurately and cost effectively.
Not knowing one or two items on this list will make it much harder to come up with a good plan for the project.
This person is needed to work with clients, to advise them and help clients understand how their data goals will be made possible.

There is huge risk of error when you are just manipulating an Excel spreadsheet or an Access Data or even a relational data such as SQL Server.

Not all programmers are the same.

The Data Steward
Someone who is truly passionate about data and gets a real buzz from looking at data, finding errors and fixing them.
They require patience, attention to detail and stamina to run through all those records.
Many projects have an element of manual review.
No better person than an accomplished data steward to complete this task.
Every Project Needs All Three
In my experience, some element of each type of person is needed in any serious data project.
You will need the expert to help outline the plan, you will need the developer to create a quality project and you will need the data steward to solve all those problems that could be not fixed automatically.
Often people leave out the data steward or hire temps, but their care and attention to detail is never the same.
There's a big difference between the person who enjoys data work and someone who doesn't.
The developers are definitely hard to get hold of, particularly one that can manipulate data in an sophisticated way that data projects require.
